The site and surroundings

The site was a two-hectare grassed field used for grazing horses beside Bishops Green, with hedgerows, trees, adjoining homes and agricultural land.

“The site is located to the west of Ecchinswell Road on the south side of Bishops Green and extends approximately 2.0ha. Ecchinswell Road is the main route through Bishops Green and extends along the eastern edge of the village up to the A339 north of the village.”

“The site is immediately adjacent to the southern edge of the village and is a single grassed field used for grazing horses and remains in agricultural use. There is an existing gated access from Rooksfield in the northeastern corner of the site. The boundary with Ecchinswell Road comprises a mature hedgerow, which also extends along the southern boundary.”

Officer report

Planning history

No previous planning history was recorded for the site.

“There is no previous planning history on the site.”

Officer report

What officers recommended

Officers recommended permission because the neighbourhood plan allocated the site, access was acceptable, and identified harms could be mitigated through conditions and a legal agreement.

“The development site is allocated within the Ecchinswell, Sydmonton and Bishops Green Neighbourhood Plan 2021-2039 for approximately 15 dwellings under Policy ESBG3. The area for the proposed housing does go beyond the Settlement Policy Boundary established by Policy ESBG1 of the ESBGNP however has been considered acceptable as the site as a whole is allocated for development.”

“No other adverse harms have been identified through the development that cannot be appropriately mitigated. The proposals include provisions for 40% affordable housing, public open space (onsite) and equipped play provisions (through contributions), long term landscape management and biodiversity net gains to be secured within a legal agreement. These measures are to ensure adequate infrastructure to mitigate the impact of the development.”

Officer report

What members discussed

Members noted the neighbourhood-plan allocation and affordable housing, landscape impact, biodiversity gain, the condition of an oak tree, and acceptable access and visibility.

“The Committee discussed the proposed application and highlighted that the site was included within the neighbourhood plan and would provide the required 40% provision of affordable housing.”

“Generally, the felling of the Oak Tree would be a loss. However, it was recognised that the tree was in poor condition and the Tree Officer had no objection to the removal.”
