Garage and private access at Locksbridge Farm, Cufaude Lane, Bramley

Summary of planning committee decision

Decided by Basingstoke Development Control Committee on 10 Dec 2025.

24/02924/FULRefusedAgainst officer advice

What was proposed

The application sought to retain the existing construction access as a permanent private access and replace an approved carport with an enclosed garage.

“The application seeks planning permission to reinstate the existing site access/current building works access as the permanent private residential access. The permitted outbuilding is also now sought to be amended and re- sited to be a garage structure (enclosed) rather than the previously approved open car port (part retrospective).”

“The outbuilding which was previously approved as a carport (which was approved as just poles and roof) under application 23/00751/ROC was approved to measure 5.40m (width) x 5.23m (depth) x 2.30m (eaves) x 3.9m (high) is now proposed to be a garage which is proposed to measure 6.75m (width) x 6.33m (depth) x 2.30m (eaves) x 4.64m (high).”

Officer report

The site

The site contains a recently constructed dwelling, an existing access from Cufaude Lane and a garage proposed at the rear of the property.

“The site relates to a detached two storey dwelling which is located on the northern edge of Cufaude Lane which has been recently constructed as part of the original permission granted under planning reference 21/00521/FUL. The site is bounded by a post and rail fence to the rear and to the front with hedgerows.”

Officer report

Earlier permissions

The dwelling and carport had earlier permissions, while the proposed garage would be larger and positioned further back on the site.

“The outbuilding being applied for is repositioned back further into the site in comparison to the permitted location under reference 23/00751/ROC, on the western boundary, to the rear of the driveway/access being applied for under this application.”

Officer report

What members debated

Members were concerned that the access was on a sloping bend with limited visibility and that the garage could block the original access and hinder vehicle manoeuvring.

“The Committee discussed the proposed application and the retention of the existing construction workers access as the private access to the dwelling. Members were concerned that the access was on a bend on a slope with low visibility on a 60 mph rural lane.”

“Concern was also raised that the previously approved car port under application 23/00751/ROC which was now seeking permission for a garage part retrospective, would block the original approved access and inhibit the manoeuvring of vehicles on site which could result in reversing onto the rural lane.”

The committee’s decision

The committee refused the application and authorised enforcement, citing an unsafe and unsuitable access because of its location, visibility and insufficient on-site turning space.

“The position of the access on the national speed limit road of Cufaude Lane, in proximity to a bend in the road, changing levels and limited visibility splays, combined with insufficient space for turning of vehicles on-site, would result in an unsafe and unsuitable access contrary to Policies CN9 and EM10 of the Basingstoke and Deane Local Plan 2011-2029, Policy T2 of the Bramley Neighbourhood Plan 2022-2029 and guidance contained within the National Planning Policy…”
