Officer report

The site and surroundings

The site is 7.56 hectares of arable land beside the Ashford urban area, the M20, Kennington Road, a public right of way and heritage assets.

“The site is bound to the east by the A2070/Kennington Road and to the north by agricultural land (part of which is subject to planning application reference PA/2024/1146 for the creation of engineered wetlands). Beyond the agricultural land to the north-east is the Great Stour river and then employment land. Beyond the agricultural land to the north-west is the south- eastern railway and the Ashford Wastewater Treatment Works (WwTW).”

“The site adjoins the Ashford Green Corridor along the northern boundary with a small part to the east lying within it. The site is not subject to any statutory or non-statutory nature conservation designations. The closest statutory designation is the Ashford Green Corridor Local Nature Reserve (LNR). The closest non-statutory designation is the unnamed watercourse (AS27) which forms the northern boundary. The entire site is identified as a Biodiversity Opportunity Area.”

Officer report

Planning history

An environmental impact assessment screening opinion found that the proposed housing and nearby engineered wetland did not require an environmental impact assessment.

“OTH/2024/0427 – EIA Screening assessment to determine whether the Council considered that the joint development of up to 200 dwellings and the aforementioned nutrient wetland would constitute EIA development. A formal screening opinion was issued on 19 March 2024 which concluded that an Environmental Impact Assessment (EIA) is not required for the development described above.”

“- PA/2024/1146 - Land north of M20 Coastbound south of, Kennington Road: Proposed creation of an engineered wetland including associated engineering works and access. Application under consideration.”
