Fourteen parking signs at Anthonys Bank Car Park, Humberston

Summary of planning committee decision

Decided by North East Lincs Planning Committee on 2 Sept 2026.

DM/0273/26/ADVApproved

What officers recommended

Officers recommended approval because the signs were considered acceptable in scale, number and design, with no significant visual or safety harm.

“1) Principle It is noted that numerous objections have been received from neighbouring and local properties and the Humberston Village Council regarding the overall use of the car park, and charging for this use. This matter is considered under the associated planning application DM/0272/26/FUL. The use of adverts in car parks is acceptable in principle and it is the specifics of those signs which need to be considered.”

“Public safety The signs are to be placed around the parking area. It is considered the signage does not represent a safety concern for passing pedestrians or users of the car park in terms of obstruction or distraction. They are a common form of advert for car parks. No objections are raised by the Highways Officer. The proposal is therefore acceptable in terms of public safety under Policy 22 of the North East Lincolnshire Local Plan 2013-2032 (adopted 2018).”

Officer report

Consultation responses

Technical consultees raised no relevant concerns, while the highway authority was satisfied that the proposal would not harm the adopted highway.

“This is recognised in paragraph 11 of the NPPF, with paragraph 12 stating that the framework does not change the statutory status of the development plan as the starting point for decision making. The development plan for the area is comprised of the North East Lincolnshire Local Plan 2013-2032 (Adopted 2018). REPRESENTATIONS RECEIVED Building Regulations - No requirement to install Electric Vehicle charging points.”

“Ecology - No comment, no known ecological concerns. Estates - The proposals set out in this application would not constitute any breach of the terms under the lease. Public Rights Of Way Officer - Proposal does not affect the right of way. The pay and display may put people off using the car park. Highway Authority - satisfied the proposals will not adversely impact the adopted highway.”

Officer report

Committee discussion

Members considered the officer recommendation and treated the application as the logical next step after approval of the related application.

“[name withheld] introduced the application and explained that it had been brought before the Planning Committee due to the number of objections received and an objection from Humberston Village Council. He outlined to the committee the key matters regarding the application as detailed in the officer’s report. [name withheld] stated that the application was recommended for approval with conditions.”

“Councillor Hudson stated that, with the other application having now been approved by the Planning Committee, he considered this application to be the next logical step.”

Minutes

The committee vote

The committee approved the application with conditions by six votes to three and clarified that members were voting on infrastructure, not parking charges.

“(Note - the committee voted 6 for and 3 against for the application to be approved with conditions.)”

“The Chair clarified, for the avoidance of doubt, that members were not being asked to vote on whether parking charges should be introduced at the car park. He emphasised that the vote related solely to the proposed infrastructure and wished to make that distinction clear.”
