The property was uninhabitable at acquisition, which the Council recognised by awarding a Class A2 council tax exemption in November 2021. The implementation period has necessarily been spent repairing the existing building under Building Notice , and the Council issued its Building Regulations completion certificate in April 2025. The approved development has not been begun and the approved scheme is unchanged; further time is sought in which to implement it. The Council has granted comparable variations of condition 1, most recently at 24 Mount Way, Chepstow, approved 22 January 2026. The applicants request that condition 1 be varied to allow a period of five years from the date of the decision on this application. Suggested wording: "The development to which this permission relates shall be begun not later than the expiration of five years beginning with the date of this permission."
