“The building has retained the external appearance as two independent residential properties and therefore minimal external works are required to facilitate the change of use. Most of the proposed works are connected with a general refurbishment of the building, including the replacement of windows, external doors and rainwater goods. The rear elevation, where there are signs of damaged brickwork, is to be rendered in K- rend, off-white render.”
