Why officers supported it
Officers considered that housing, estate regeneration, public realm, landscape and biodiversity benefits outweighed harm, with remaining impacts controlled by conditions and obligations.
“CONCLUSION 7.1 The application in accordance with the provisions of the National Planning Policy Framework and the adopted Development Plan, concluding that the harm, which would largely be mitigated by way of conditions and contributions secured under a Legal Agreement, would be outweighed by the wider benefits of the scheme in terms of delivery of high quality housing and estate regeneration opportunity.”
“The application has now also been assessed in accordance with the relevant policies of the Development Plan and, on balance, the merits and benefits of the proposal, which include the provision of a substantial quantum of both affordable and market housing, high quality spaces and overall landscape and biodiversity enhancement local to the site, are considered to outweigh the harm caused by the development.”

What members discussed
Members discussed dedicated bin stores, car-free development, accessible parking, alternative parking, the new road link and safer servicing arrangements.
“During the course of a discussion on the application a number of points were raised including the following: • Each terrace house would have its own dedicated bin store, not adding pressure to existing communal bins;”
“The development would be car-free, with one additional accessible bay on Millfields road, and alternative parking provision had been offered to existing garage users; • The design for the scheme improved safety and efficiency by creating a new road link from Millfields Road to serve the tower, effectively forming two cul-de-sacs, which was safer for waste and emergency vehicles.”
