Officer report
The site
The Market Hall is a Grade II listed building in Glossop town centre and the Norfolk Square Conservation Area.
“The application relates to Glossop Market Hall; a Grade II Listed Building that is located in the Town Centre of Glossop and the Norfolk Square Conservation Area, occupying a prominent position adjoining High Street West on one side and Norfolk Square on the other.”
“The building is understood to date from 1838, with subsequent extensions and alterations undertaken in the 19 th and 20 th century.”
Officer report
Earlier work
The site has undergone a long-term regeneration programme with several approved planning and listed building consent applications between 2020 and 2024.
“HPK/2020/0428 Listed Building Consent to form new opening in the existing roof pitched roof over the market hall area and installation of patent glazing system to the apex of the roof (Approved 16/12/2020)”
“HPK/2021/0645 & HPK/2021/0646 Full Planning and Listed Building Consent for Refurbishment and alteration of the market hall - installation of new mezzanine, stairwells and installation of retail units at ground and mezzanine floor level. Alteration and replacement of windows and external doors and new access ramps and steps to West facing elevation. Installation of external mechanical plant area to East facing side of building and new louvered screen and gates.”
Officer report
Why officers supported it
Officers considered the works necessary for building control sign-off, unlikely to harm the building, and beneficial to its continued public use.
“The need for the two aspects of development arises from the requirement to comply with Building Regulations. The mezzanine floor which has been created as part of the regeneration works is unable to secure sign off from Building Control and therefore is unable to be used by members of the public until such time as appropriate ventilation has been installed.”
“The works are essential to ensuring that the Hall which has been the subject of an extensive programme of regeneration works, can achieve sign off from Building Control in relation to matters of fire safety, and therefore open the mezzanine floor to members of the general public.”
Officer report
Consultation responses
No public comments had been received, while the conservation officer found no heritage objections and other consultees had not commented.
“Site notice Expiry date for comments: 27 th May 2026 Neighbour letters Expiry date for comments: 21 st May 2026 Press Notice Expiry date for comments: 4 th June 2026”
“In summary, the proposed AOV’s and Louvre Smoke Vents are not considered to harm the historical or architectural significance of the Listed Building. Nor do they harm to character and appearance of the Norfolk Square Conservation Area. As outlined above, there are also heritage benefits to the scheme derived through supporting the enhanced long term use of the recently renovated Listed Building. On this basis there are no heritage objections to the proposals.”
Officer report
The committee decision
The committee delegated authority to grant listed building consent after the consultation period, provided no new substantive issues arose, subject to conditions.
“That authority be delegated to the Head of Development Services, in consultation with the Chair of the Committee, to grant Listed Building Consent following the expiry of the consultation period, provided that no new or substantive issues are raised during the outstanding consultation period, subject to the conditions as set out in the report; and…”
“That in the event of any changes being needed to the wording of the Committee’s decision (such as to delete, vary or add conditions/informatives/planning obligations or reasons for approval/refusal) prior to the decision being issued, the Head of Development Services be delegated authority to do so in consultation with the Chair of the Committee, provided that the changes do not exceed the substantive nature of the Committee’s decision.”
