FUL/000545/26 - Full - Building Works Application allocated to Case Officer

Proposal

The site is already operating in practice as a long-term residential community and has done so for a considerable period of time. We currently have approximately 72 families residing on the site on a permanent basis. A significant proportion of residents, estimated at around 80%, are in receipt of housing benefit and rely upon the park as their primary and only home. These residents are living here on a permanent basis, and many would be at serious risk of homelessness if the situation were to be enforced without an alternative solution. We are deeply concerned about unintentionally breaching planning regulations, but equally, we do not believe it would be right or humane to displace families who rely on this accommodation as their sole home. Currently we have around 21 children using the local schools, registered in local doctors, hospitals, working in the community and it just concerns us what happens to these people as we don't want to break any laws.Planning have stated with the backing of the housing department we would be granted temporary residential status. We also wish to highlight that planning permission has already been granted for an on-site shop, which we intend to open in the very near future. This facility will provide residents with convenient access to essential day-to-day goods and services, improving the sustainability of the site and reducing the need for unnecessary travel. The addition of the shop further supports the suitability of the park for permanent residential occupation in line with local and national planning considerations. We believe the application offers several clear community and social benefits, including: • Providing stable and affordable accommodation for local families; • Supporting vulnerable residents and those in housing need; • Continuing to assist with local housing pressures; • Formalising an already established residential community; • Improving on-site facilities and sustainability through the opening of the approved shop. We respectfully ask the Council to consider the longstanding residential nature of the site, the social need for affordable accommodation within the area, and the contribution the park already makes to the local community.
