Larger bin store at Dorsten Square, Bewbush, Crawley

Summary of planning committee decision

Decided by Crawley Planning Committee on 2 Jun 2026.

CR/2025/0427/FULApproved

What was proposed

The application proposed replacing the existing bin store with a larger, flat-roofed unit holding nine bins.

“Planning permission is sought for a larger bin store to house 9 bins, it would have a flat roof and measure 5.1m in width, 3.9m in length and 2.5m in height with a footprint of 20sqm. The proposed bin store would be finished in cement fibre cladding boards.”

Officer report

The site

The site is part of a car park beside a shopping parade, with houses, community facilities and the Bewbush Centre nearby.

“The application site comprises part of the car parking area to the east of Dorsten Square neighbourhood parade, comprising shops with flats above. The site is owned by Crawley Borough Council and is accessed via Goodwin Close. To the north and east of the site are residential houses and further to the south of the site is Tots Pre-School, Bewbush Children and Family Centre and Crawley Bewbush Family Hub; to the south west is the Bewbush Centre.”

“Within the car park is an existing bin store for use by the residents of the flats, located to the rear of 11 and 12 Dorsten Square and which measures 4.7m in length and 1.4m in width with a capacity for 3 bins.”

Officer report

Officers’ recommendation

Officers recommended permission because the proposal would improve refuse facilities and would not cause unacceptable visual, neighbour, parking or highway impacts.

“The proposed bin store, due to its siting, modest scale, design and relationship to adjoining buildings, would not adversely impact the amenities enjoyed by neighbouring premises by way of light loss, overbearing or dominant presence or outlook loss. The proposal is located within the car park of a busy neighbourhood shopping parade and would be sited in the same position as the existing structure. As such, the proposal is considered acceptable in this regard.”

“In conclusion, the bin store would upgrade and improve the existing refuse and recycling facilities for the flats. It is considered that the design and appearance of the proposed bin store is acceptable and would not have an adverse impact on the visual amenities of the street scene.”

Officer report

Consultation responses

Key consultees raised no objections, although the property division commented that the location could restrict delivery access.

“National Air Traffic Services (NATS) No objection 2. CBC Refuse & Recycling Team No objection 3. WSCC Highways No objection 4. CBC Property Division Comment concerning the bin store location restricting delivery access to 11 and 12 Dorsten Square.”

Officer report

Committee discussion

Members supported the benefits for flat residents and discussed access, fly tipping, CCTV and the effect on parking.

“The Committee then considered the application. Several Committee members expressed support for the application and the benefits it would bring to residents of the flats. Officers confirmed that access would be for residents only via an access code or key.”

“Committee members sought details about the impact of the application on access and parking. Officers gave assurance that the proposed 5.4 metre gap between the rear of 11 and 12 Dorsten Square and the bin store was sufficient for vehicular/servicing access. Further, the loss of one parking space was not deemed to have a significant detrimental impact on parking availability in the car park.”
