Five-year application extension at Land South West Of Old Liston Road, Newbridge
Summary of planning committee decision
Decided by Edinburgh Development Management Sub-Committee on 5 Aug 2026.
What was proposed
The application sought five more years to submit detailed applications for the remaining plots under an existing permission in principle.
“The application is made under Section 42 of the Town and Country Planning Act 1997 (as amended). Applications made under Section 42 seek to amend or remove conditions that were applied under previous permissions. The outcome of a Section 42 application is that a new planning permission is created.”
“The remaining plots on the site are undeveloped, and the section 42 application is in effect seeking more time to submit AMSC applications for these remaining plots to ensure the full development can be delivered.”
Officer report
The site and development
The vacant former factory site covers 20.28 hectares and has partly developed roads, services, landscaping and a warehouse.
“The application site is the former Continental Tyres factory site south west of Newbridge village. It has lain vacant since the factory closed in 1999. The application site is 20.28ha and is fairly level. The sole vehicular access is from Old Liston Road at the north eastern section of the site which connects with the A89 and A8/ M8/M9 at the Newbridge roundabout.”
“To the north there is housing and to the east and south there are industrial units including storage and distribution warehouses. To the north-west and west the site is bounded by the River Almond Site of Local Nature Conservation Site (LNCS) and Site for Importance for Nature Conservation (SINC). A plastics factory is to the south west of the site.”
Officer report
Earlier permissions and progress
Permission in principle was granted in 2023, and later approvals allowed infrastructure, landscaping and a warehouse, but much of the site remains undeveloped.
“23/01423/PPP Land South West Of Old Liston Road Newbridge Planning Permission in Principle for erection of logistics, business and industrial development, related uses including trade counter and EV charging hub (Classes 4, 5, 6 and Sui Generis) with ancillary development (including Class 1), associated access, infrastructure and landscaping. Granted 29 November 2023”
“23/01421/FUL Land South West Of Old Liston Road Newbridge Erection of a logistics, business and industrial development with related uses including trade counter (Classes 4, 5 and 6) together with ancillary development (including Class 1), associated access, infrastructure and landscaping. Granted 29 November 2023”
Officer report
Why officers supported it
Officers considered a five-year extension reasonable because site preparation and delivery are complex, and allowing the deadline to lapse could delay or stall development.
“If the timeframe for AMSC applications was to lapse then development may stall, meaning either a proportion of the site is vacant or would require the resubmission of a fresh application in order to develop the remaining plots. As assessed in detail below, the proposal remains compliant with the development plan and resubmitting applications would unnecessarily delay the development on site.”
“The original consent had three years for the submission of AMSC applications, but only two came forward during this time in addition to the already detailed full planning permission application. In respect of the scale of the site and overall complexities associated with site preparation, construction, and delivery, within current economic conditions, an extension of five years is considered to be reasonable for the remaining AMSC applications to be submitted.”
Officer report
What consultees said
The community council objected to an extension lasting years, while Edinburgh Airport, Network Rail, Scottish Water and Transport Scotland raised no objection.
“The Ratho and District Community Council were consulted as a statutory consultee and have submitted an objection as follows:”
“- Any extension to the PPP should be months, not years.”
Officer report
