Timpson service kiosk at Tesco, London Road, Tring
Summary of planning committee decision
Decided by Dacorum Development Management on 13 Aug 2026.
What was proposed
A single-storey Timpson kiosk would provide key cutting and other repair services beside the existing Tesco.
“Planning permission is sought for the construction of a Timpson Key Cutting Kiosk. The submitted plans indicate that the new structure would be single storey in height, measuring approximately 2.6m high, 6.55m wide and 2.65m deep and comprising a monopitch roof. The new pod would be set on a 0.13m high plinth and externally finished in larch timber cladding walls with associated illuminated signage.”
“The submitted documents confirm that the structure would be used to provide a range of Timpson’s services, (including dry cleaning, shoe repair, key cutting, jewellery repairs, watch repairs, engraving etc.), and is anticipated to be used in line with the existing Timpsons’ business model, with the pod likely to be used by shoppers visiting the existing Tesco.”
Officer report
The site and surroundings
The kiosk would occupy hardstanding forming part of the Tesco site, near homes, commercial uses and open fields.
“The application site comprises a rectangular area of hardstanding, (measuring 17.5m 2 ), which forms a pedestrian walkway and trolley storage/seating area fronting Tesco, off London Road within Tring. The site forms part of the wider Tesco site, and is therefore served by an existing access off the B4635, large car parking area and associated servicing/delivery areas.”
“Development in the immediate area surrounding the site consists of residential properties to the north-west, mixed commercial units to the east, (i.e. a tennis club, veterinary surgery, brewery and pub), and open fields to the south and west.”

Consultation responses
Tring Town Council recommended refusal, while environmental health and contaminated land officers raised no objections; no neighbour responses were received.
“Comments Tring Town Council The Planning Committee recommended REFUSAL of this application, on the grounds of harming the retail mix and town centre function, as the town already has key-cutting facilities and the proposal could undermine existing local businesses, and contribute to an over- concentration of similar uses.”
“Having reviewed the application submission and the Environmental and Community Protection Team records I am able to confirm that there is no objection on the grounds of land contamination. Also, there is no requirement for further contaminated land information to be provided, or for contaminated land planning conditions to be recommended in relation to this application.”
Officer report
Who spoke
The case officer introduced the application, which had been referred because Tring Town Council held a contrary view.

Councillor Guest proposed approval, Councillor Maddern seconded it, and members voted seven for, one against and one abstention.
“It was proposed by Councillor Guest and seconded by Councillor Maddern to GRANT the Application. Vote:”
