Two spectator stands at Warrington Town Football Club, Cantilever Park, Latchford
Summary of planning committee decision
Decided by Warrington Development Management Committee on 15 Jan 2026.
What was proposed
Two stands beside the existing eastern stand would provide 200 seats in an area already used by standing spectators, without increasing stadium capacity.
“The proposed development involves the construction of two areas of additional seating to the eastern side of the pitch to the sides of the existing stand, which does not contain seats. The structures would both be 3.4m in height, 13.5m in width and 3m in depth. Each structure would hold 100no seats resulting in a total of 200no new seats.”
Officer report
The site and surroundings
The football stadium includes a playing field, practice area, stands, club buildings and parking, and is surrounded mainly by housing.
“The application relates to the existing Cantilever Park Football Stadium bound by Common Lane and Wash Lane, Latchford, which is the home of Warrington Town Football Club. The site consists of a playing field and practice area to the south and west of the site with seating stands positioned to the northern, eastern and southern sides of the existing pitch.”
“The site is identified as Inner Warrington and Suburban Warrington by Policy DC1 (Warrington’s Places) of the Local Plan. The site is also located in the Mineral Safeguarding Area (MSA) for sand and gravel as set out by Policy ENV3 (Mineral Safeguarding) of the Local Plan. The site is in Flood Zone 1, which is at the lowest risk of flooding from any source.”
Officer report
Earlier ground improvements
A 2023 application for a demountable stand, toilets, turnstiles and catering kiosks was granted after the club’s promotion requirements.
“The 2022/23 season saw Warrington Town FC promoted to the National League North, which required the club to meet a number of requirements, including a new seated stand for away supporters, catering and toilets, new turnstiles and access gates. These facilities were approved under ref.2023/01132/FULM and are located to the western end of the pitch.”

The officer recommendation
Officers recommended permission because the principle was acceptable, impacts could be controlled by conditions, and no unacceptable harm was identified.
“The principle of development is acceptable and the impacts of the proposals on the local highway network and ecology can be suitably mitigated by conditions. There would be no harm in relation to visual amenity, residential amenity, or to non- designated heritage assets. For these reasons it is recommended that planning permission is granted subject to the conditions below.”
