Application for Non-Material amendment to planning permission ref: , Dated 06/12/2024. Non Material amendment(s) Sought: This pack sets out a Non-Material Amendment to planning permission for Caxton Grove. The amendment arises from one technical decision: the consented communal air source heat pump (ASHP) heat network is replaced by individual exhaust air heat pumps (EAHPs) serving each of the 36 dwellings. Every other change in the drawing package follows from it. The case for the energy strategy itself is made in the Whitecode Energy Feasibility Strategy submitted with this application; this pack sets out what the change means for the drawings. The consented strategy provided a site-wide heat network, sized and located to future-proof a connection to a district heat network. Whitecode confirm that no connectable network exists ? both identified East London Energy networks lie over 500 m from the site and the operator has confirmed that connection is not viable ? so the safeguarding benefit cannot be realised, while the network's distribution and standing losses would be incurred from day one. On a like-for-like basis the amended scheme saves 76% of regulated carbon site-wide against 65% for the communal option. The architectural consequences are all reductions. The two rooftop ASHP enclosures (1.6 � 5.4 m each) and their louvred plant screens are removed from the roof and from the elevations; the basement ? which housed only the Energy Centre and the water tanks ? is omitted; and the ground floor gains active frontage where plant louvres are no longer required. Photovoltaic capacity is retained at 24.8 kWp and is now distributed across both roofs. There is no change to the number, mix or size of dwellings (36 units), to the number of storeys or the storey heights, to the building footprint or to the site layout and landscaping.
