“The amendments seek to alter the elevations and the internal layout to create an additional floor with habitable accommodation in the roof, with balconies to the front within the front gables. No changes are proposed to the scale, height, depth, form or positioning of the dwellings approved in the 2023 application.”

“The proposal also includes an amended parking layout. There is no net loss of parking spaces, but the configuration of the parking spaces has been changed, repositioning them from the northern side of the forecourt to the western side of the forecourt. This will enable a fire engine to turn within this space. This change also impacts the layout of landscaping and refuse storage.”

“The application site is to the northern side of Imperial Avenue. Pedestrian and vehicular access is from a driveway off Imperial Avenue. The site includes land to the rear of a mainly two-storey building most recently used as a care home (Elkington House), which has been vacant since 2022. The proposal relates to the rear half of the site behind Elkington House.”

“The area is residential in nature. The site is not within a conservation area or subject to any site-specific planning policies. The Robinia tree at the front of the wider site, next to Imperial Avenue, is protected by Tree Preservation Order TPO 4/93 (T8).”
