The main issue
The central issue was removing the secured cricket facilities and replacing them with informal open space and wider sports and leisure contributions.
“PLANNING BALANCE AND CONCLUSION 9.1 This is a Section 73 application to vary conditions 4 and 6 to make changes to the design of the scheme which involve the removal of a cricket pitch and replacement with informal open space on site and off site contributions to a MUGA, condition 9 to vary the market mix to be provided.”
“As an alternative to the money that was to be spent on cricket, the applicant, with the support of the Parish Council, has suggested money towards other sport and leisure facilities in the village. Financial contributions could be made towards football, cricket, existing pavilion improvements, bowls and new land for sports and recreation for the village.”
Officer report
Who spoke at the meeting
Representatives of the parish council, cricket organisations, football club and applicant spoke, and the ward member also addressed the committee.
Members’ discussion
Members recognised the cricket demand and objections but considered local support, flexible recreation and possible management costs supported the proposed changes.
“During the debate, Members acknowledged the concerns raised by the cricket club and sporting bodies but considered that the proposal provided a more flexible solution and would deliver a better overall outcome for the village. Members noted the strong level of consultation undertaken and the clear preference expressed by the local community and Parish Council for enhanced informal recreation and multi-use sporting facilities rather than a new cricket ground.”
“Several Members commented that the application represented the type of community engagement that the Committee frequently encouraged and that considerable weight should be given to the views of local residents and the Parish Council. Whilst recognising the objections from Sport England and the Council’s Leisure Team, Members considered the decision to be finely balanced but noted the broad local support for the proposed changes.”
