DM/2026/00897 - Listed Building Consent Heritage Pending Consideration

Proposal

Refurbishment works that include a comprehensive replacement and repair plan for several key structural elements of the bridge. This includes the replacement of all hangars and cross girders. Removing tensioning bars previously installed to strengthen hangars. Localised repairs to the steel troughing and cross bracing, with replacement of elements on a like-for-like basis where required. All existing paint to steelwork will be removed, and all steel elements are to be repainted to match the existing colour and finish. Proposed works also include resurfacing the existing carriageway and footways. A revised footway arrangement is proposed, including widening to approximately 1.94m while maintaining the current carriageway width, removal of temporary barriers, installation of new trief kerbs, and improvements to drainage, together with associated service diversions. Site constraints 7

Flood zone 3, rivers and sea
High chance: a 1 in 100 or greater annual chance from rivers, or 1 in 200 from the sea. Any development here needs a flood risk assessment. Defences are not counted.
The Environment Agency flood map for planning. Homes in zone 3 must also pass the sequential test. Surface water flooding is a separate map.
Flood map ↗
Nutrient neutrality catchment: River Usk
New homes and overnight accommodation must show nutrient neutrality before approval.
Natural England advice: extra wastewater in these catchments harms protected habitats, so schemes must offset their nutrient load, usually through credits.
Special area of conservation 15 m away: River Usk / Afon Wysg
Work nearby can need a habitats assessment.
Harm to a protected site is only accepted where there is no alternative and an overriding public interest.
Agricultural land, grade 2
Best and most versatile land (grades 1, 2 and 3a). Source: the Predictive Agricultural Land Classification Map (Defra and Natural England, 2025; the Welsh Government's Predictive ALC Map 2 in Wales), a model rather than a site survey. A site survey can differ.
Where development of farmland is needed, policy prefers poorer land over the best and most versatile (grades 1, 2 and 3a). Three sources: Natural England's post-1988 field surveys, which are definitive where they exist; the Defra predictive map for England (2025) and the Welsh Government predictive map, modelled from the soil map with 3a and 3b split; and the 1970s provisional map, which planners and other services still show, coarser and with grade 3 undivided. Where the provisional and predicted grades disagree, treat the predicted grade as the current estimate and expect an application to carry its own survey.
SSSI 15 m away: River Usk (Lower Usk) / Afon Wysg (Wysg Isaf)
Natural England may need consulting, depending on what is proposed.
Sites of special scientific interest are the best wildlife and geological sites in the country. Development likely to harm one is rarely permitted.
Radon affected area, class 5
An estimated 10 to 30% of homes reach the radon action level. Indicative for the 1 km square, which takes the highest class found in it; a radon test gives the answer for a building.
From the British Geological Survey and UK Health Security Agency indicative atlas. Under building regulations, as the BRE guide BR 211 (2023) sets out, new buildings and extensions need basic radon protection from class 3 in England and Wales and from class 2 in Scotland, and full protection from class 5. The class at the site itself, from the detailed BGS map, decides which.

2 listed buildings within 150 m
Nearest: Chain Bridge (partly in Gobion Fawr community), Grade II, 57 m away · 2 Grade II
The site itself is not listed. Listed building consent is needed for work that affects the special interest of a listed building, inside or out, on top of planning permission. Setting can be a consideration for buildings nearby; there is no fixed radius.

Historic England, the Environment Agency, Natural England, the British Geological Survey and UK Health Security Agency (radon, contains BGS materials © UKRI) and council datasets, Open Government Licence. A boundary can run through a site and the council holds the definitive record: confirm with the council before relying on this.
