Officer report

What officers recommended

Officers considered the proposal acceptable in principle and recommended approval subject to conditions because it supported a social need and rural community sustainability.

“Foul Drainage The application proposes a new package treatment plant and drainage field to deal with foul drainage. Surface Water The application states that surface water would be dealt with via soakaways. Only a small extension is proposed to the rear of the building.”

“The proposal supports a social need and contributes positively to rural community sustainability, in accordance with Policies S04, LU16, DM06, and DM17 of the Ceredigion Local Development Plan. The proposal is also acceptable in relation to all other relevant matters, as noted above.”

Officer report

Main planning effects

The modest extension, remote setting and managed use were considered unlikely to harm the landscape, residential amenity, highways or protected sites.

“The proposal meets with this criterion as no major external alterations are required, a small lean-to extension is proposed to the rear, with the only other physical works being the replacement of existing fenestration. The training offering would be an ancillary use to the hostel accommodation and would be provided to those staying on site only, and is thus supported as part of the wider community benefit of the proposal.”

“The proposal is considered to comply with Policy DM06 which seeks development of a high-quality design that respects the character of the site and surroundings, and Policy DM17 which requires development to protect and enhance the visual quality of the landscape. Residential Amenity The proposed change of use is not considered to result in any adverse impact on residential amenity.”

Officer report
