External signs and panels at Lancaster City Council Town Hall, Lancaster
Summary of planning committee decision
Decided by Lancaster Planning Regulatory Committee on 22 Jun 2026.
What was proposed
The application sought consent for two external metal signs and two external display panels.
“26/00163/ADV Advertisement application for the display of 2 external metal signs and 2 external display panels. Castle Ward A”
Minutes
Site and surroundings
The signage would be at a prominent, busy location, beside entrance doors and within an established streetscene.
“The submitted details show that the signage would be relatively modest in scale and, following amendments over the course of the application, the banner signs have been reduced in size. The proposed banners would be extruded metal and are not considered to compete visually with the property. The display panels will sit within an existing outline on the brickwork which suggests a similar board has been previously located here.”
“Highway Safety The proposal is located in a prominent and busy location for both pedestrian and vehicular movement. In terms of pedestrians, the location of the signage will not obstruct pedestrians or impede accessibility. County Highways have raised no objections to the scheme in terms of highway safety.”
Officer report
What officers recommended
Officers recommended approval because the signage would support public use of the building, with conditions controlling fixings and protecting historic fabric.
“The proposal will provide improved signage to the Ashton Hall and would support the continued use of the building as a civic building and event space. Subject to conditions, the works are considered acceptable in terms of design and fixing and are also reversible.”
“That Advertisement Consent BE GRANTED subject to the following conditions:”
Officer report
Consultation responses
The Conservation Section and Historic England raised fixing concerns, while County Highways raised no highway safety objection.
“Concerns relating to the method of fixing and potential harm to the historic fabric have been raised by both the Council’s Conservation Section and Historic England. In particular, it is important that fixings are located within mortar joints rather than the stonework itself, in order to avoid damage to the building. Subject to conditions securing precise fixing methods, it is considered that these matters can be satisfactorily controlled.”
