Raised rear terrace at 6 Primley Road, Sidmouth
Summary of planning committee decision
Decided by East Devon Planning Committee on 4 Aug 2026.
The site
The property is a two-storey semi-detached home in Sidmouth, with a flat rear garden and established boundary vegetation.
“Primley Road is a two-storey, semidetached dwelling located within the built-up area boundary of Sidmouth. The property is adjoined by number 5 Primley Road on the western (side) with which if it shares a party wall, and number 7 Primley Road to the east. The rear garden is reasonably sized, being approximately 25m deep. The rear garden is relatively flat, with no discernible slope.”
“The applicant seeks permission to construct a raised terrace, with timber and glazed balustrade. The height of the raised deck would be approximately 0.55m from the ground level, with balustrading extending a further 1m above the deck level. The dimensions of the deck are to be approx. 3m by 3m, with a 3m gap between the edge of the deck and the boundary line with the adjoining property to the west.”
Officer report
What officers recommended
Officers recommended approval because the design and scale were acceptable and the terrace would not unreasonably harm neighbouring amenity.
“Overlooking – There is existing vegetation along the boundaries that offer some limited vegetative screening between properties. Due to the presence of rear steps leading down to the garden from the dwelling, it was possible to be at approximately the same height as the terrace would be whilst undertaking the site visit.”
“The scale, design and siting of the raised terrace is such that there would be no unacceptable impact on the amenities of neighbouring occupiers in terms of overlooking, loss of light, or overbearing impact. It is considered that there would not be an unreasonable loss of amenity for neighbouring properties.”

Consultation responses
The town council did not object to the terrace but opposed a 2.1-metre fence; South West Water had no objection subject to standing advice.
“Town Council – NO OBJECTIONS to the proposed raised terrace. DO NOT SUPPORT the proposed 2.1m high fence. Reason: Members considered its height would have an adverse impact on neighbouring residential amenity.”
“South West Water: No objections subject to standing advice.”
