Harbour ramp and fuel pontoon at Inner Marina West Pier, Ramsgate
Summary of planning committee decision
Decided by Thanet Planning Committee on 20 May 2026.
What was proposed
The application sought listed building consent for ramp access, a fuel pontoon and hand rails after removing three vertical ladders.
“This is an application for Listed Building Consent for the erection of ramp access, fuel pontoon and hand rails following removal of vertical ladder access to the boat hoist and pontoon. Three vertical ladders would be removed from the eastern face of the harbour. A new gangway and ramped access would be installed providing access to a new pontoon with the harbour.”
Officer report
The site
The works relate to the western Cross Wall in the Grade II* listed Royal Harbour, beside a floating pontoon and the Lifeboat Station.
“Ramsgate Harbour is the only Royal harbour in the UK, sited within the Ramsgate Conservation Area, and contains numerous listed buildings and structures.”
“This application relates to an area located towards the centre of the harbour on the western Cross Wall close to the inner basin access and the Lifeboat Station. This area forms part of the Royal Harbour which is grade II* listed. This section of the harbour projects from the eastern section of the crosswall into the outer harbour and has a tarmac surface with coping stones and a profiled wall.”
Officer report
Earlier harbour works
A track-way for a boat hoist was granted permission in 2002.
“L/TH/02/0056 - Construction of track-way to accommodate a boat hoist. Granted 13 May 2002”
Officer report
What officers recommended
Officers recommended approval because modest harm to the listed harbour would be outweighed by safer working conditions and continued harbour use.
“The Council's Conservation Officer has raised no objection to the development as it is understood that the harbour remains a working environment, where these types of structures and activities are expected. Furthermore it is considered that these works form upgrades to the existing working infrastructure and would allow for the continued safe use of the working harbour.”
“Overall it is considered that there would be some harm to the listed harbour through the physical works to the structures in the area and the visual appearance of the proposed structures, however this harm is considered to be modest and would be outweighed by the benefits of providing a safe working environment and the ongoing use of the harbour. It is therefore recommended that this application is approved.”
