Flat roof replacement at Thanet Gateway Plus, Cecil Street, Margate

Summary of planning committee decision

Decided by Thanet Planning Committee on 20 May 2026.

F/TH/26/0194Approved

What was proposed

The application proposed replacing the existing glass rooflight structure with a flat roof using lead or an artificial equivalent.

“The application seeks planning permission for the replacement of the existing glass rooflight structure on the building with a flat roof.”

“The application form confirms the rooflights are beyond economic repair, and require replacement to prevent damage to the building. The development is proposed to utilise lead or an artificial equivalent.”

Officer report

The site and building

The Thanet Gateway building contains a library, offices and public and voluntary services, and stands beside the Margate Conservation Area and listed buildings.

“The application site comprises the Thanet Gateway building, located on the corner between Cecil Square and Cecil Street. The building contains a library, offices and provides both public and voluntary services to residents of the District.”

“The site lies outside but adjacent to the Margate Conservation Area, and is within the setting of several listed buildings to the east of the site in Cecil Street.”

Officer report

Earlier planning history

An earlier application for library changes and external alterations was granted in 2007.

“F/TH/06/1330 - Part change of use of Library to provide Thanet District Council Service Centre, together with external alterations. - Granted 22.01.2007”

Officer report

Why approval was advised

The rooflight was beyond economic repair, and its loss was considered not significantly harmful to the area or neighbouring amenity.

“The development will result in the loss of the rooflight feature currently in situ on the building, which is beyond economic repair. The feature is highly prominent in views from Cecil Square, Cecil Street and Hawley Street. Its loss is regrettable, as it amounts to an interesting feature which provides a visible break between the largely brick elevations of the building. However, regard is given to the fact the building is not historic.”

“The proposed loss of the rooflight feature on the building is not considered to be significantly harmful to the character and appearance of the surrounding area, and will secure the ongoing use of the building as a community facility.”

Officer report

Neighbouring occupiers were notified, publicity was carried out, no comments were received, and the Conservation Officer raised no objection.

“Letters were sent to the neighbouring occupiers, the application was advertised in the local press and a site notice was posted near the site. No comments were received.”

“Conservation Officer: Following a review of the submitted application to remove the glass rooflight above the Thanet Gateway / Library building, I raise no objections.”
