“The proposal would not create a distraction for drivers as the sign is of a modest size and will be non-illumination. The proposal is positioned on the edge of a parcel of grassed area of land and would not cause an obstruction for pedestrians. The free- standing sign would not cause a hazard for drivers or other road users and would comply with criteria 5 of Policy LPD08 and would not pose a risk to public safety.”

“The proposed notice board would not harm the character of the area or give rise to any other unacceptable impacts on amenity or highway safety. The proposed development would therefore comply with the provisions of the St Helens Local Plan and the NPPF.”

“No advertisement displayed in accordance with this consent shall be sited or displayed so as to obscure, or hinder the ready interpretation of, any road traffic sign, railway signal or aid to navigation by water or air, or so as otherwise to render hazardous the use of any highway, railway, waterway or aerodrome. 8.”
