Officer report
The site and its surroundings
The site is a 0.69-hectare countryside site beside Sileby, with mature boundaries, nearby homes, fields, public rights of way and existing development opposite.
“The application site comprises a 0.69 hectares (approximate) rectangular shaped piece of land situated on the northeastern side of Ratcliffe Road, to the east of the settlement of Sileby. The main body of the north-western part of the site is set at a lower level than that of Ratcliffe Road as a result of its former brick work use. The site is bounded by mature trees and hedgerows along Ratcliffe Road arable fields, and residential properties.”
“The site is situated to the eastern side of Sileby, within open countryside and outside but adjacent to defined settlement limits as defined by the Local Plan Policies Map. It is also outside but adjacent to Limits to Development within Sileby Neighbourhood Plan, which boundary differs from the Local Plan Policies Map boundary as it excludes Phase II Peashill Farm development, which is located on the opposite side of Ratcliffe Road.”

Officer report
What officers recommended
Officers recommended approval because the care home would meet future specialist accommodation needs and its benefits would outweigh countryside policy conflict and other manageable impacts.
“Although the proposal gives rise to conflict with Policy C1, these harms are outweighed by the substantial benefits arising from the development. The proposal would make a significant contribution towards addressing an identified need for specialist accommodation within the Borough, helping to meet future residential care requirements and delivering wider housing benefits in accordance with the objectives of Policies H1 and H2 of the Local Plan.”
