One rural dwelling at Eastford B7016 From Forth A706 To Carnwath A70, Forth
Summary of planning committee decision
Decided by South Lanarkshire Planning Committee on 11 Aug 2026.
What was proposed
The application proposed a 1.5-storey dwelling with a driveway, boundary fence, septic tank and soakaway.
“Description of Proposed Development 3.1. The proposed development relates to the erection of a 1.5 storey dwellinghouse. Associated development includes the formation of a driveway through the existing field gate, erection of a 1.8m timber fence to boundaries, and the installation of a BioDisc septic tank and soakaway.”
“The proposed house would have an ‘L’ shaped footprint with a maximum width and depth of 16.6 metres by 16.6 metres. The leg of the ‘L’ would finish in a gable to the rear which would have a Juliet balcony. The roof would be finished in concrete tiles with a ridge height of 7.3m and the external walls would be finished in a brick base course and render with a height to the eaves of 3.4 metres.”
Officer report
Earlier application
An earlier dwelling proposal on the same site was refused and a subsequent appeal was dismissed.
“Relevant Planning History 4.1. P/24/1545 was submitted for a dwellinghouse on the same site in December 2024 and was refused at Committee on 17 June 2025. The previous house had a rectangular footprint rather than ‘L’ shaped, no dormers and slightly different external finishes, however, the access and general arrangements on site were the same as the current application.”
“An appeal was subsequently submitted to the Scottish Government Department of Planning and Environmental Appeals against the refusal issued by South Lanarkshire Council, this appeal was dismissed by the Reporter appointed by Scottish Ministers.”
Officer report
Officers’ recommendation
Officers recommended refusal because there was no demonstrated rural need, the design was unsatisfactory and access would be unsustainable.
“The design has been amended since the previous refusal in 2025. The applicant has sought to address concerns raised by the Planning Service and the DPEA Reporter by altering the roof pitch of the house, adding dormer windows and changing the finish of the walls to render.”
“Conclusion In conclusion, the principle of a new dwellinghouse in the rural area is unsupportable without a demonstrated locational need as defined in Policy 17 of NPF4. Suitable justification for the proposed dwelling has not been provided. Furthermore, the design of the house is unsatisfactory and there is a lack of sustainable access.”
Officer report

“Scottish Water – advise that there is sufficient water capacity, but no public wastewater infrastructure is available. Response: Noted.”
