Takeaway and barbershop at 106 Church Street, Market Deeping
Summary of planning committee decision
Decided by South Kesteven Planning Committee on 3 Sept 2026.
What was proposed
The application sought two units in warehouse and storage space: a takeaway and a barbershop, with revised positions and external alterations.
“Description of Site 1.1 The application site hosts a two-storey terraced building located on Church Street in Market Deeping. The site falls within the Market Deeping Conservation Area and is adjacent to Grade II Listed No.104 Church Street and across the road from Grade II Listed No.59 Church Street. To the rear of the site is a car wash business which the current storage and warehouse use is associated with. The site falls just outside of the Market Deeping town centre.”
“The changes to the external alterations include revised window and door design and positions in the front elevation. The repositioning of the fire escape doorway and the proposed extractor vent from the southern elevation to the northern elevation. It is confirmed that there are differences between the current proposed plans and the works carried out on site in terms of the windows that have been installed on site.”
Officer report
Why officers recommended approval
Officers considered the uses acceptable and found that conditions could address the window, doorway and roofing details while protecting the conservation area.
“The Local Planning Authority is required to ensure that with respect to any buildings or other land in a conservation area, special attention shall be paid to the desirability of preserving or enhancing the character or appearance of that area, through the Planning (Listed Buildings and Conservation Areas) Act 1990 at Section 72.”
“In respect of the proposed altered window designs, the Conservation Officer has advised they are not opposed to new windows subject to the detailing, however they do have concern over the potential replacement windows as indicated on the plans and as such, a condition is to be attached requiring joinery details for the replacement windows to be provided prior to their installation.”

Who spoke
The public speaking session included a district ward councillor’s statement, a councillor speaking against the application and another speaker.
What members discussed
Members discussed the open enforcement case, illegal parking, signage, restoring a central door and possible overlooking of neighbours.
“During questions to public speakers, Members commented on the following: - There was not proof that the upstairs of the building was inhabited but there had been an entrance fitted to the side of the building. - When asked, a public speaker claimed that were the inhabitants in the alternative units, as originally planned, then the customers would be looking down the driveway rather than into his living room.”
“During questions to Officers and debate, Members commented on the following: - It was confirmed that the applicant had not given a reason for not in keeping with the original plans, but an enforcement case was open and ongoing. Members were advised that enforcement action was not pursued until pending the outcome of a live planning application. - The officer confirmed that the illegal parking was a matter for highways enforcement.”
