Six residential dwellings at Manor Farm, Irby upon Humber

Summary of planning committee decision

Decided by North East Lincs Planning Committee on 2 Sept 2026.

DM/0888/25/FULApproved

What officers recommended

Officers recommended approval because the proposal would reuse historic farm buildings and was considered acceptable in principle within the protected landscape.

“APPRAISAL Planning Considerations 1. Principle of Development 2. Impact on Neighbours 3. Impact on the Conservation Area and Character of the Area 4. Ecology 5. Drainage and Water 6. Contamination 7. Highways 1. Principle of Development The site is located outside of the defined Development Area Boundaries for Irby upon Humber on the NELLP inset maps and as such is considered to be in the open countryside.”

“Policy N4 of the NPPF allows for development in Protected Landscapes but seeks to ensure that development is appropriate. The site is located within the Lincolnshire Wolds National Landscape which is defined as a Protected Landscape. This will be considered in the report below. It is therefore considered that in accordance with the NPPF the proposed development is considered to be acceptable in principle.”

Officer report

Committee discussion

Members discussed the site’s location outside the development boundary, water capacity and pressure, and whether six joined homes could qualify as self-builds.

“Councillor Bright stated that the site was outside the development boundary but as there were existing buildings there, he had no issue with that. He stated that one of the points raised by objectors was about the water supply capacity. Councillor Bright asked if a condition could be added regarding that to address concerns.”

“[name withheld] said that Anglian Water had not objected to the application as the main water supplier. He referred committee members to policy 34 of the Local Plan. [name withheld] stated that the developer had a right to connect to the water system and Anglian Water had not raised any objection to the application in terms of water capacity.”
