Summary of planning committee decision

Decided by North East Lincs Planning Committee on 2 Sept 2026.

DM/0059/26/FULApprovedAgainst officer advice

The site and its surroundings

The site was a former petrol station converted to car sales, surrounded by homes, open countryside and a mixed residential cattery use.

“SITE The proposal site is Tetney Road Service Station on Tetney Road in Humberton. It was an established petrol station and then converted into a car sales site. The site is surrounded by residential properties and adjacent is open countryside. To the rear of the site is Field Cottage, which is a mixed use including residential and a cattery, and the access to this property is to the side of the proposal site. RELEVANT PLANNING HISTORY No relevant planning history.”

Officer report

What officers recommended

Officers recommended refusal because the car wash would be an over-intensive use causing unacceptable noise, disturbance, fumes and water spray to a neighbouring home.

“RECOMMENDATION Refused (1) The proposed partial change of use of the site into a car wash would be an over intensive use of the site resulting in unacceptable noise and disturbance, fumes and water spray, to the detriment of residential amenity, namely the amenity of no. Tetney Road. As such, the development is contrary to Policy 5 of the North East Lincolnshire Local Plan 2013-2032 (Adopted 2018).”

Officer report

Who spoke

The applicant’s representative supported the proposal, and the ward councillor urged approval to support a long-established local business and prevent antisocial behaviour.

Members’ debate

Members supporting approval considered the separation distance sufficient and disagreed that the proposal would adversely affect neighbours or over-intensify the site.

“Councillor Lindley said that the pictures of the site highlighted the situation and he didn’t see any need for a site visit to take place. He said that the photos showed there was clear separation between the canopy of the garage and the neighbouring property. Councillor Lindley said that the garage was also functioning as a petrol station before the neighbouring house was there.”

“NO RESTRICTIONS Councillor Bright said that he was in support of the application. He said however that he does not consider what might happen to the building if the application was not approved and instead considered the application as presented. Councillor Bright said that there was a seventeen metre separation distance between the canopy of the garage and the neighbouring property.”
