Residential development at Land To The North Of Dykehead Road, Airdrie

Summary of planning committee decision

Decided by North Lanarkshire Planning Committee on 14 May 2026.

25/01244/PPPRefused

The site

The site is about 4.1 hectares of rough-grazed agricultural land on Airdrie’s north-eastern edge, crossed by a high-voltage electricity line.

“The application relates to approximately 4.1ha of agricultural land on the north-eastern edge of Airdrie, which is currently used as a field for rough grazing. The site is broadly rectangular in shape and is bordered by the A73 Stirling Road to the west, Dykehead Road (and the back gardens of a row of five cottages thereon) to the south, further rough grazing land to the east and an area of woodland to the north.”

Officer report

Site history

The site has not previously been developed, while nearby land is subject to an undetermined application for a housing-led mixed-use development.

“The site has not previously been developed, and it has no recent planning history except for a recent Scottish Government Energy Consents Unit EIA Scoping application for upgrading of the Denny to Wishaw power transmission lines which cross the site (25/00782/ECU).”

“The undeveloped land immediately to the east of the application site is part of a much larger area which is subject to a current application for planning permission in principle for a housing-led mixed use development. That application (24/00732/PPP) is currently undetermined, and as that proposal is significantly contrary to the development plan it will require to be determined by the Full Council.”

Officer report

What officers recommended

Officers recommended refusal because the proposal conflicted with green belt, housing land and design policies and lacked material considerations justifying departure.

“The proposal is contrary to National Planning Framework 4 and North Lanarkshire Local Development Plan policies in respect of green belt, housing land and design quality, and it is not considered that there are any material considerations to justify a departure from these policies.”

Officer report

Consultation responses

consultees raised no objections subject to conditions or further information, while transportation requested a statement and education identified current school capacity.

“North Lanarkshire Council Education Service indicates that there is currently sufficient capacity in the local schools to accommodate the predicted pupils from this development, and therefore no developer contribution is sought at this time.”

“North Lanarkshire Council Infrastructure and Transportation Service has requested that a Transportation Statement be provided prior to any permission being granted, which should detail anticipated impacts on transportation and expected proposals for new infrastructure or mitigation. Various comments about the proposed access and indicative layout have been provided (this included no access onto Stirling Road) and these are discussed below.”

Officer report

Public representation

One local resident supported investment, suggested local services, and highlighted the importance of minimising construction traffic disruption.

“One representation of support has been received from a local resident who considers that the site is unused and welcomes the proposed investment. They also comment that they would welcome provision of local services on the site as the existing and proposed houses in this area are outwith a comfortable walking distance from local shops. Additionally, they have noted the importance of minimising traffic disruption during construction work.”

Officer report

The vote

Fourteen members supported the motion and six supported the amendment, so the motion was carried.

“Six Members voted for the Amendment, as follows:”

“On a vote being taken six Members having voted for the Amendment and 14 Members having voted for the Motion, the Motion was accordingly declared carried and the application was refused.”
