First-floor rear extensions at 69 North Park Drive, Blackpool

Summary of planning committee decision

Decided by Blackpool Planning Committee on 2 Jun 2026.

26/0134Approved

The site

The site is a detached two-storey house in a residential area, within the Stanley Park Conservation Area and a landfill gas consultation area.

“The application site is a two-storey detached dwelling which overlooks Stanley Park Golf Course, in a predominantly residential area characterised by large, detached properties of varying designs. The application property has part brick, part rendered elevations and hipped roofs with Westmorland slate roof covering and yellow ridge tiles. The site is elevated above road level and has a drive to the side leading to the rear.”

“The site is within the Stanley Park Conservation Area and is within a landfill gas consultation area. Stanley Park is a Grade II* Registered Park and Garden.”

Officer report

Earlier applications

An earlier extension and balcony scheme was refused, while other applications included a refused garage and kitchen extension and approved alterations.

“The first floor balcony would appear incongruous and would be harmful to the appearance, quality and character of the property and the streetscene due to its siting, size and design. The balcony proposed would also result in overlooking, loss of privacy and noise for nearby residents and would have an over-bearing presence when the balcony is in use.”

“24/0536 Erection of a single storey side extension to form garage and kitchen extension Refused 21/11/2024 and appeal dismissed 13/03/2025”

Officer report

Officer assessment

Officers considered the amended scheme acceptable because the balcony was removed, the roof was lowered and the extensions would not harm residential amenity or heritage significance.

“The amended scheme without the balcony and lowered roof ridge height has overcome the amenity concerns which led in part, to the refusal of the previous application. It is considered that the amended extensions would not have any unacceptable impact on the neighbours residential amenities.”

“Overall, the scheme has been amended since last submission and the proposals are now considered to be acceptable, and no elements of the scheme are considered to harm the significance of the Conservation Area. As the proposals do not cause harm to the significance of the heritage asset, it is not necessary to apply the balancing test contained in part 16 of the National Planning Policy Framework which requires that any harm is to be weighed against public benefits.”

Officer report

Consultation responses

The Head of Transportation and Blackpool Civic Trust had no objections, while Blackpool Airport provided standard advice if permission were approved.

“Blackpool Airport – Standard advice notes if minded to approve.”

Officer report

Neighbour concerns

One neighbour raised concerns about the proposal’s scale, appearance, overlooking, loss of light, loss of privacy and effect on the area’s character.

“Significant in scale and appearance and juxtaposition to objectors property • Overlooking of kitchen and dining room with loss of light and privacy and to driveway too. • The scale, appearance and design of the proposal will impact on the character of the area.”

“The Committee is respectfully reminded that issues relating to loss of view, potential impact on property prices or preference for an alternative scheme etc are not valid planning considerations.”

Officer report

Committee discussion

The Head of Development Management outlined the proposal, its sustainable development assessment and its conservation area impact, and answered questions about its scale.

“Ms S Parker, Head of Development Management, outlined the report and advised the Committee that the application was before them at the request of the Chair as it had been subject to relevant objections and the application site was located within the Stanley Park Conservation Area. [name withheld] outlined that the application judged to represent sustainable development and no other material planning considerations had been identified that would outweigh this assessment.”

“The Planning Committee considered carefully the application and concluded that the application would represent sustainable development and there were no material planning considerations that would not be mitigated by the conditions outlined in the application report.”
