“DESCRIPTION OF SITE AND PROPOSAL 1.1 The application site relates to a small section of car park in the north western corner of Coronation Street car park which is located to the rear of the Edinburgh Place Neighbourhood Shopping Centre. The entrance to the car park is via Amberley Road to the east, with the exit being via Evington Road to the North.”

“Environmental Health - 11th August 2026 I note that this application for a storage area is intended to replace the similar facility that has been in use to the rear of Devon Avenue for some time. Whilst that will no doubt be a relief to the residents of Devon Ave who have found it necessary to make noise complaints about use of the site it would indicate a need for some controls of this new location.”

The residents of Gresham Court, Evington House, Franklyn Court, and Tasmania House (~36 homes in direct line of sight) must not be subjected to additional noise. I have an ongoing noise complaint from Gresham Court already and as GCC Highways notes, residents of Devon Avenue have made noise complaints which are potentially the reason for these containers being re-sited.”

“In response to Members’ questions, officers confirmed that: - The gap between the containers is believed to be due to the placement of a drain gully, to allow the drain to be accessible. It would be possible to put up fencing to stop access into this gap but whether this is necessary is potentially not a matter for planning to determine. - Eighteen direct letters were sent to residential units, and three site notices were put up as well.”

“In response to matters raised during the debate, officers explained that: - They had spoken to the applicant about the site selection process and issues had occurred at Devon Avenue in relation to noise and disturbance as this was a bigger site, that included skips for recycling and waste. This proposal is only for containers as waste collection has been relocated to Swindon Road.”
