Construction compound details at Conwy And Denbighshire Nhs Trust, Royal Alexandra Hospital, Rhyl
Summary of planning committee decision
Decided by Denbighshire Planning Committee on 17 Jun 2026.
What was proposed
The application sought approval of construction method details required by a condition on permission for a new hospital building.
“As standard, planning conditions were imposed on the planning permission. One of these conditions related to the need for a Construction Method Statement (CMS) to be formally agreed in writing by the Local Planning Authority prior to the commencement of construction works. Members will be aware that this is a standard condition imposed on many planning permissions.”
Officer report
The site and construction plan
The original plan included a main hospital compound and a temporary welfare compound with cabins, parking and storage on Marine Drive.
“Pre-manufactured modules will then be delivered directly onto the hospital site itself, therefore the main area of deliveries and construction works would take place in this location. Staff welfare facilities, including some storage space and parking for site operatives is proposed on part of the former sea defence compound opposite the site on Marine Drive, on an area of land measuring approximately 43m at its widest point by 51m deep.”
“The document includes a site Logistics Plan (Appendix A) which sets out how the site will be organised and identifies the location for the contractor’s Welfare Compound, which is to be located to the north of Marine Drive, utilising part of the area previously used as a site compound by Balfour Beatty. •The site’s Welfare Compound to the north of Marine Parade will be used for welfare facilities and contractor parking.”
Officer report
Site history and changes
The hospital permission was granted in December 2025, while the former coastal defence compound had not been reinstated; the committee considered a revised statement.
“The Royal Alexandra Hospital is located within the northern area of Rhyl having boundaries with Marine Drive, Alexandra Road, Russell Road and Grosvenor Road. There are residential properties fronting Marine Drive, Grosvenor Road and to the rear of the site near Russell Road and nearby residential streets, which are relatively well set back behind the road.”
“No works on site have commenced yet, it is understood from the submission that the construction period is intended to begin on site in circa July 2026. Planning permission was given for the Coastal Defence works in 2019 and which have now been completed. Developments/changes since the original submission 1.6.1 A minor amendment was made to the explanatory text within the method statement as it referred in error to the submission of a separate document.”
Officer report
Who spoke
The agent supported approval, explaining that the welfare compound had been moved, deliveries would use the hospital site and construction would be completed within one year.
Members’ discussion
Members supported the revised location after a site visit and discussed overflow parking, signage and restoring the site for hospital use.
“Councillor Delyth Jones stated that the site visit was beneficial in allowing members to see the location of the site. The Welfare Compound had since been moved to a more feasible location. The site was expected to provide 20 parking spaces, with an overflow car park situated nearby.”
“Councillor Justine Evans reiterated that the site visit had been beneficial and that the Welfare Compound was now proposed in a more suitable location. There were no objections from residents, and the overflow car park would help to manage the busyness of the site.”
