Five two-storey homes at Old Salt Depot, Dullingham, Newmarket

Summary of planning committee decision

Decided by East Cambridgeshire Planning Committee on 2 Sept 2026.

25/00362/FULApproved

What was proposed

The application sought five two-storey homes, associated outbuildings and two accesses, with different detached and semi-detached house designs.

“Proposal: Erection of 5 no. two-storey dwellings, associated outbuildings and highway access…”

“Agenda Item 5 – Page 2 Summary of Application 3. The application seeks planning permission for the erection of five 2-storey dwellings with associated access. Two accesses are proposed; one to serve Plots 1 and 2 to the south and the other to serve Plots 3, 4 and 5 in the northern half of the development site.”

Officer report

The site and its setting

The previously developed site lies outside Dullingham’s development envelope, beside the conservation area and near listed heritage assets and existing homes.

“The application site comprises approximately 0.26Ha (0.64 Acres) of previously developed land situated immediately adjacent but outside of the defined development envelope for Dullingham. The site sits directly adjacent to the designated Conservation Area and is partially located immediately adjacent to the Grade II Dullingham House Historic Park and Garden.”

“The site comprises extensive areas of hard surfacing and remnants from previous use, as well as some new strip foundations, indicating a recent commencement of extant planning permission for residential development of the site.”

Officer report

Earlier permissions and construction

Earlier permissions allowed four homes, and demolition and foundation works meant that permission had been implemented.

“The application follows previously approved schemes at this site 22/000570/FUL, 19/01128/OUT and 21/01392/RMA (see planning history below). It is understood that the latter development has been implemented by way of site demolition, and construction of foundations.”

“Agenda Item 5 – Page 3 Outline planning permission with all matters reserved except for access for the erection of up to four dwellings (use class C3) and associated works, including access, car and cycle parking and landscaping following the demolition of the existing building on site. Approved 02.10.2019”

Officer report

Who spoke

The Major Projects Officer presented the application, and the applicant’s managing director spoke in support of the proposal.

What members discussed

Members discussed planting, footpath connections, the smaller building footprint, highway access, construction vehicles and the need for three-bedroom homes.

“In reply to Cllr Alan Sharp, the Strategic Planning and Development Management Manager explained that a construction management plan could be agreed with the developer to ensure that the construction vehicles were parked sensibly.”

“Cllr Alan Sharp explained that Dullingham needed more three bed properties and so he supported the proposal to build five medium sized homes, instead of four larger houses. He was concerned about traffic safety and approved of the plans which reduced four exits to two. He proposed that the Committee approve the application. Cllr James Lay seconded this proposal. He stated that more three bedroom homes were needed in the area.”
