“To conclude, whilst no parking is proposed, it is considered given the town centre location, the flats being one bedroomed, car ownership being likely to be low and access to regular bus/tram services, the development is acceptable on highway safety grounds and would not result in an increase in on-street parking demand to such an extent as to demonstrably harm living conditions of neighbouring occupants.”
