26/0602/TCA - Works to a tree in a Conservation Area Registered

Proposal

Removal of sycamore tree. Tree is 3.3 metres away from the property and poses a risk of subsidence to the rear of the property. Sycamores have expansive, aggressive, and relatively shallow root networks and the soil is predominantly clay on the property. Large overhang of branches over the roof of the rear of the property pose a risk to damage if one breaks and falls. Also causing moss to form on the roof tiles, which has to be removed annually. Planting several upright hawthorns Crataegus monogyna Stricta along the boundary of the property. Maintenance of cherry tree to the front of the property, pruning and raising the crown slightly to preserve and maintain the tree. Both trees are marked on the property map attached to this application along with photographs. Data via plota.co.uk

Site constraints 5

Green belt: Merseyside and Greater Manchester
Inappropriate development needs very special circumstances.
Green belt policy allows a short list of exceptions, such as limited extensions and replacement buildings. Anything else needs very special circumstances that clearly outweigh the harm.
Lidgett and Bents, Colne conservation area
Demolition needs planning permission and permitted development is restricted.
The council must give weight to preserving or enhancing the area's character and appearance. Not every council has published its boundaries as open data.

Agricultural land, grade 3b
Not best and most versatile land (grades 1, 2 and 3a). Predicted from the national soil map. The older provisional map, which most planning maps still show, had this area as grade 4. The predicted grade is Defra's current estimate; only a site survey settles it.
Where development of farmland is needed, policy prefers poorer land over the best and most versatile (grades 1, 2 and 3a). Three sources: Natural England's post-1988 field surveys, which are definitive where they exist; the Defra predictive map for England (2025) and the Welsh Government predictive map, modelled from the soil map with 3a and 3b split; and the 1970s provisional map, which planners and other services still show, coarser and with grade 3 undivided. Where the provisional and predicted grades disagree, treat the predicted grade as the current estimate and expect an application to carry its own survey.
Habitat network: Network Expansion Zone
Where habitat is joined up enough to work as a network. Context, not a constraint on its own.
