“It is noted that the Council is currently unable to demonstrate a 5-year housing land supply therefore the housing policies SS1 and SS6 are currently considered out of date and tilted balance is to be applied in accordance with paragraph 11d) of the NPPF. Nevertheless, the Policies SS1 and SS6 do carry weight albeit limited, Policy SD1 duplicates the requirements set out in paragraph 11d). This weighs in favour of the application.”
