Up to 135 homes at Clune Park, Port Glasgow
Summary of planning committee decision
Decided by Inverclyde Planning Board on 3 Jun 2026.
What was proposed
Permission in principle was sought for up to 135 homes, with flats, houses, associated roads and infrastructure, and changes to Glasgow Road.
“Planning permission in principle is sought for the erection of up to 135 residential dwellings. The proposal is to contain a mixture of 1- and 2-bedroom flats and 2-, 3- and 4-bedroom dwellinghouses provided within a mixture of 2, 3 and 4 storey buildings.”
“To provide greater flexibility for a comprehensive site layout, the application site extends over the southern carriageway of Glasgow Road, making the northern carriageway of Glasgow Road into a two-way, single carriageway road with re-configured junctions to Caledonia Street and Robert Street from Glasgow Road.”
Officer report
The site and its setting
The 3.67-hectare site included vacant residential buildings, a former school, church and resource centre, with demolition underway.
“The application site comprises an area of approximately 3.67 hectares, located within the Clune Park area of Port Glasgow. The site is bounded by the northern edge of Glasgow Road, between the junctions of Caledonia Street to the west and Robert Street to the east, with the site boundary extending along the west side of Caledonia Street and south side of Robert Street, Port Glasgow as far as Montgomerie Street, where it extends south-west along Montgomerie Street before…”
“The site contained residential dwellings north of Robert Street which were built in the 1920s and a school, church and resource centre south of Robert Street. The buildings south of Robert Street and between Bruce Street and Wallace Street have been demolished under Phase 1. The remaining residential buildings are vacant, with the exception of 35 Robert Street which is not fully vacant. It is at the end of a terraced row at the eastern edge of the site.”
Officer report
Earlier site development
Earlier phases demolished buildings south of Robert Street, while remaining vacant residential buildings were scheduled for demolition during 2026.
“The residential buildings comprise of terraced rows of four-storey tenement flats, generally in a ‘U’ shape between Robert Street and an internal road network of cul-de-sacs. The site is located on a shallow slope, which mostly descends to the north and west. The southernmost section of the site closest to Clune Brae contains hardstanding areas set above retaining walls around 1- 2m in height.”
Officer report
Consultation responses
Education, roads, environmental health, water, transport and utility consultees raised requirements or advice, but no consultation response prevented development.
“Advisory notes recommended in respect of: PAN33 Advisory; Site Drainage; rats, drains and sewers; Construction (Design & Management) Regulations 2015 (CDM 2015); surface water, the design and construction of buildings in relation to gulls; external lighting; and consultation with Environmental Health on construction times and methods.”
“There is currently sufficient capacity in the Blairlinnans Water Treatment Works to service the development. There is currently sufficient capacity for a foul only connection in the Inverclyde Waste Water Treatment Works to service the development. Further investigations may be required once a formal application has been submitted and capacity at water and waste water treatment works cannot be reserved.”
Officer report
