18 self-storage units at Secure Self Storage (a1) Ltd Great North Road, Colsterworth
Summary of planning committee decision
Decided by South Kesteven Planning Committee on 9 Jul 2026.
The site
The site lies beside the northbound A1 on Colsterworth’s eastern edge, next to a petrol station and restaurant, with homes along its western boundary.
“The site is a section of land adjacent to the northbound carriageway of the A1 on the east side of the village of Colsterworth. The site adjoins a petrol filling station, and the China Moon restaurant, with neighbouring dwellings adjoining the west boundary of the site. The site itself comprises two metal buildings with a large area of hard surfacing, with metalled security fencing surrounding the site. The site is accessed from the A1 carriageway.”
Officer report
Earlier site use
The site has been used for storage since at least 1992, and a 2002 certificate confirmed unrestricted lawful storage use.
“S01/LD/1094 - Confirmation that the site has been in use for commercial vehicle sales and repair for over 10 years and is now lawful. S02/LD/0746 – Confirmation that the site has been in use for storage for over 10 years and is now lawful. This 2002 lawful development certificate S02/LD/0746 confirmed that the site has a lawful, unrestricted storage use.”
Officer report
What officers advised
Officers recommended approval because the proposal would not unacceptably harm neighbours, the area or highway safety, subject to conditions.
“Taking the above into account it is considered that subject to conditions, the proposal would result in no unacceptable impact to neighbours residential amenities in accordance with SKDC Local Plan Policy DE1 and NPPF Section 12.”
“Taking the above into account, it is concluded that subject to conditions, the proposal would not have any unacceptable adverse impacts on the character of the area nor the residential amenities of adjoining occupiers, and would not jeopardise highway safety.”
Officer report
Public concerns
One representation objected to noise from late-night use and raised concerns about vermin and possible alternative uses.
“This application has been advertised in accordance with the Council's Statement of Community Involvement and 1 letter of representation has been received. The points raised can be summarised as follows: Objection on the basis of noise impacts to neighbours as a result of late night use of containers 6.3 Several other points were raised, including vermin issues, and potential impact from alternative uses of the proposed storage units.”
Officer report
Who spoke
District Ward Councillor David Bellamy gave a statement during the public speaking session.
Committee discussion
Members discussed security, the existing lawful 24-hour use, nearby housing, operating hours, noise, access and the construction traffic plan.
“The site had an existing lawful development certificate which confirms its existing lawful use meaning it was unrestricted as a self-store site, with 24/7 operation. The site had been a lawful storage site since 2002, where the outline planning application would have previously assessed noise mitigation.”
“It was clarified the traffic management plan was for the duration of construction only. Upon completion of the development, National Highways had not requested a permanent traffic management plan.”
Minutes
The decision
The committee agreed to grant planning permission subject to a three-year time limit, approved plans, construction traffic controls and materials requirements.
“It was proposed, seconded and AGREED to authorise the Assistant Director – Planning & Growth to GRANT planning permission, subject to conditions:”
“No part of the development hereby approved shall commence until a Construction Traffic Management Plan has been submitted and agreed in writing by the Local Planning Authority (in consultation with the Highway Authority for the A1 Trunk Road). The development shall then be carried out in accordance with the agreed Construction Traffic Management Plan.”
Minutes
The members' reasons
“The site had been a lawful storage site since 2002, where the outline planning application would have previously assessed noise mitigation. • One Member felt the proposed site would encroach onto the residential development running parallel. 9 • A query was raised on whether there would be a traffic management plan put into place and whether this would provide any safety mechanism for users re-joining the A1.”
