Stable extension at Orchard Bungalow, East Street, Ash
Summary of planning committee decision
Decided by Dover Planning Committee on 23 Apr 2026.
What was proposed
The application proposed a single-storey side extension providing one additional stable room for Shetland ponies.
“The application proposes the erection of a single storey side extension to the existing stable building to provide one additional stable room. The extension will extend an additional approximately 4.4m in width and will continue the built form and parameters of the existing stable building, maintaining its linear form, of a matching design and material finish.”
Officer report
Earlier permission
A previous application for a stable block containing one stable and one tack room was granted.
“DOV/22/01478 – Erection of a stable block to include 1no. stable and 1no. tack room – Granted…”
Officer report
What officers recommended
Officers recommended permission because the extension was considered a compatible addition with acceptable effects on landscape, neighbours, highways, ecology, drainage and horse welfare.
“Overall, the proposed development is acceptable in principle. The extension would form a moderate and cohesive addition to the existing building which is not considered to be detrimental to the character and appearance of the area, countryside and landscape. The proposal is considered to have an acceptable impact upon residential amenity, highway safety and amenity, ecology, drainage and would provide acceptable standards of horse welfare.”
“I PLANNING PERMISSION BE GRANTED subject to the following conditions and payment of/provision of valid Unilateral Undertaking to secure, the relevant SPA contribution: Time limit 2. Approved plans 3. Materials to match existing 4. Storage and disposal of manure provided and maintained in accordance with CON/22/01478/B 5. No more than 2 Shetland ponies or 1 horse on site 6. Extended stable building not used for any commercial purposes 7.”
Officer report
Consultation responses
Environmental Protection and Natural England raised no objections, while the parish council had no objection subject to agricultural use and sewage arrangements.
“Natural England – No objection - based on the submission, Natural England considers that the proposal will not have significant adverse impacts on statutorily protected nature conservation sites or landscapes.”
“Ash Parish Council – Raise no objection subject to: - The building being for agricultural use only, with no residential use permitted. - The method of sewage removal needs to be addressed. There is no mains sewage in this area.”
Officer report
Objections raised
Seven objections questioned the need for another stable and raised concerns about unused stables, grazing, traffic, drainage, flooding and water back-up.
“The site already has 3 unused stables. An application for an additional stable is unnecessary. There have not been any horses on this site for a number of years. • The land does not support grazing for 4 horses. Supplementary feeding would be needed resulting in increased traffic for deliveries of feed etc. This is a single track lane with no turning point.”
“Additional vehicular movements to serve the enlarged stables would result in more traffic problems. • There is no mains drainage in East Street as stated in the submission. • Do not understand why the stable extension is necessary given the existing unused stables. • The possible grazing area is below the recommended 1-1.5 acres for grazing of one horse, by the British Horse Society. • This is an unnecessary development.”
Officer report
The committee decision
The committee approved the application subject to a unilateral undertaking for the relevant SPA contribution and seven planning conditions.
“RESOLVED: (a) That, subject to the payment or provision of a valid unilateral undertaking to secure the relevant SPA contribution, Application No DOV/26/00134 be APPROVED subject to the following conditions:”
“(i) Time limit; (ii) Approved plans; (iii) Materials to match existing; (iv) Storage and disposal of manure provided and maintained in accordance with CON/22/01478/B; (v) No more than two Shetland ponies or one horse on site; (vi) Extended stable building not used for any commercial purposes; (vii) No external lighting to be installed unless submitted and agreed in writing by the Local Planning Authority.”
