Summary of planning committee decision

Decided by Croydon Planning Committee on 3 Sept 2026.

26/00079/OUTApproved

What is proposed

Outline permission is sought for a six-storey hotel with hotel rooms, ancillary dining facilities and a basement; only scale is being decided.

“OFFICIAL PLANNING COMMITTEE AGENDA 03 September 2026 PART 6: Planning Applications for Decision Item 6.2 1.0 SUMMARY OF APPLICATION DETAILS Ref: 26/00079/OUT Location: 1A Brighton Road, South Croydon, CR2 6EA Ward: South Croydon Description: Outline planning permission for the erection of a six- storey hotel building above ground level, providing hotel accommodation and ancillary dining facilities, together with a basement structure (all matters reserved except for scale).”

Officer report

The site and surroundings

The former showroom site is beside the locally listed Swan and Sugar Loaf building, near South Croydon station, and lies in areas of flood risk.

“OFFICIAL 4.8 Adjoining the northern boundary of the site is the locally listed former Swan and Sugar Loaf Public House, which is a part 2/part 3 storey building, currently in use by a supermarket (Class E), with residential units on the upper floors. The Swan and Sugar Loaf (former) Public House extends from Brighton Road to Selsdon Road. Adjoining the site to the south is No. Brighton Road, which is a two-storey building in use as a restaurant.”

“The site has the following site constraints: o The site has Public Transport Accessibility Level (PTAL) rating of 6a (excellent). o South Croydon Railway station is approximately a 400m walk from the site. There is a bus stop immediately outside of the site on Brighton Road. o The site is within Flood Zone 2 and 3(a) as defined by the Environment Agency. The site itself is modelled as being at high risk of surface water flooding.”

Officer report

Consultation responses

TfL accepted negligible highway impacts but sought servicing details; the flood authority maintained a holding objection, while other consultees had no objection subject to conditions.

“TFL support the proposed provision of 30 cycle spaces, but request clarification on quantum of oversized cycle spaces. • Welcome car free nature of proposal, but encourage one blue badge space to be provided. • Given the car-free nature of the proposal and the scale of development, the anticipated increase in trips is considered to be negligible and unlikely to result in a material impact on the surrounding highway network.”

“OFFICIAL Lead Local Flood Authority (LLFA) (Statutory Consultee) 5.3 The LLFA have raised a holding objection to the application on the basis that further information was required to demonstrate that the proposed surface water drainage strategy would comply with relevant standards.”

Officer report

Objections and ward concerns

Two neighbours objected to the height, heritage impact and hotel use, while Councillor Danielle Denton raised concerns about scale, density, family housing and flooding.

“Summary of Objectors Comments Officer’s Response Proposed building is too tall, would cause harm to character and setting of locally listed building and setting of locally listed building. The building is the same height/scale as previous approved under 24/03390/OUT. Appearance is reserved matter, as such the detailed design is not for consideration at this stage. Hotel use is not needed, site is too small.”

“Councillor Danielle Denton has objection on the following grounds: • Height, bulk, scale and massing, and erosion of separation between high rise blocks and lower level parade of shops. Over densification of the site and adverse impact on locally listed Swan and Sugar Loaf. Officer comment: The building is the same height/scale above ground as that previously approved under 24/03390/OUT.”
