Decided by Tower Hamlets Development Committee on 9 Jul 2026.

No officer report was published for this decision; this summary is from the committee minutes.

Extending an existing hotel

The application sought to refurbish and extend an existing hotel, adding two storeys to the roof, altering the basement and building a new 'Block C' wing.

“After the adjournment, Paul Buckenham introduced the item relating to the refurbishment and extension of the existing hotel, including addition of two storeys to roof, alterations to basement and erection of ‘Block C’ wing at 42 Adler Street, London, E1 1EE. The Committee was also referred to an update report, the contents of which were noted.”

“The recommendation to the Committee was to grant planning permission subject to conditions and the completion of a Section 106 agreement.”

Minutes

Officers recommended approval

Officers found the extension acceptable for land use, the design respectful of the area's character, and the daylight impacts acceptable against the scheme's benefits, recommending approval with a legal agreement.

“SAH advised that officers considered the proposed hotel extension to be acceptable in terms of land use and explained that the design had been developed to respect the scale and character of the surrounding area while enhancing the street frontage. She further advised that, although the development would result in some neighbouring daylight impacts, these were considered acceptable when balanced against the benefits of the scheme and the site’s context.”

“It was also explained that the proposals would preserve the significance of nearby heritage assets, provide appropriate transport and servicing arrangements and secure a range of planning obligations. As such, it was recommended that planning permission be granted subject to the completion of a Section 106 legal agreement and the conditions set out in the report.”

Objectors and the applicant's agent spoke

Two objectors argued the scheme would harm daylight, height and privacy with no housing benefit, while the applicant's agent said it would sustainably improve an existing building.

Members queried transport and noise

Members queried transport impacts given existing congestion, and were told the increase in vehicle movements would be modest and highway officers were satisfied; rooftop noise would be controlled by condition.

“During the consideration of this item, Members queried the transport impacts of the proposal in that area, given existing congestion around the East London Mosque and surrounding streets. Officers provided assurance that the transport assessment showed only a modest increase in vehicle movements, with servicing arrangements remaining largely unchanged and that highway officers are satisfied.”
