Listed building repairs at 15 Terminus Road, Bexhill
Summary of planning committee decision
Decided by Rother Planning Committee on 30 Jul 2026.
What was proposed
The application sought consent for repairs to the cupola and flat roof of a former railway terminal building.
“The application sought Listed Building Consent for repairs to the ogee- shaped cupola and flat roof of the former Bexhill West Station, a Grade II Listed former railway terminal building. The building was listed largely for its architectural merit, with its design, varied roofline and articulated, cohesive appearance making a significant contribution to its overall significance. The site had recently been used as a pub/restaurant and for retail purposes.”

What officers recommended
Officers recommended granting consent because the conservation-led repairs would preserve the building’s special architectural and historic interest.
“The proposed works, by virtue of their conservation-led and repair-focused approach would preserve the special architectural and historic interest of the Grade II listed building as a designated heritage asset.”
“The recommendation is therefore to GRANT LISTED BUILDING CONSENT.”
Officer report
Wildlife safeguards
The assessment found no bat roosts but identified bird-nesting potential, so officers proposed timing restrictions and ecological checks.
“RR/2026/0643/LBC 7.18 The deterioration of the roof has resulted in large gaps, cracks and crevices, resulting in potential entry points for birds and bats. Following Officers advice, a Preliminary Ecological Assessment (PEA) was subsequently provided to determine whether any species were present within the building.”
“The PEA concludes that whilst the building has ‘moderate potential to support bat roosts’, none were identified. Furthermore, potential flight paths are also limited owing to the lack of good-quality forging areas. Bat activity is therefore unlikely.”
Officer report
What members discussed
Members questioned whether flat roof repairs would prevent water ingress and suggested a sloped roof, while other future repairs were outside the application.
“Members expressed concern that the proposed flat roof repairs might not adequately prevent water ingress and suggested that a sloped roof would better mitigate this risk. They also hoped that the clock and original internal fixtures and fittings would be repaired and retained in due course. The Development Manager advised that these matters were outside the scope of the application.”
Minutes
The committee vote
A motion to grant consent in line with the officer recommendation was carried unanimously, with seven votes in favour.
“Councillor Drayson moved that the application be GRANTED (Listed Building Consent) as per the officer’s recommendation, as detailed within the report. This was seconded by Councillor J. Barnes. The motion was declared CARRIED (7 for / unanimous).”
Minutes
The decision
The committee granted listed building consent subject to conditions on timing, approved documents and protection of nesting birds.
“DECISION: GRANT (LISTED BUILDING CONSENT)”
“The works hereby approved shall only be undertaken outside of the main bird nesting season, being 1 March to 31 August inclusive, unless a suitably qualified ecologist has first undertaken a nesting bird check immediately prior to the commencement of those works and has confirmed in writing to the Local Planning Authority that no active nests would be affected.”
