Listed building alterations at The Coach House, Asthall, Burford
Summary of planning committee decision
Decided by West Oxfordshire Development Management Sub-Committee on 10 Aug 2026.
What was proposed
Alterations and extensions would adapt the listed Coach House and Stables, including a stable extension and lightweight open-sided link.
“Alterations and extensions to the Grade II listed Coach House and Stables, including internal and external alterations, a modest extension to the former stables, and a lightweight open sided link structure.”
Officer report
The site
The Coach House and Stables are Grade II listed, within the conservation area and Cotswolds National Landscape, in Flood Zone 1.
“This application seeks consent for alterations and extensions, including internal and external alterations, an extension to the former stables, and a lightweight open sided link structure at the Coach House in Asthall.”
“The Coach House and its associated stables are both Grade II listed. These buildings were originally constructed in association with Asthall Manor House C.1920 and were granted consent to be converted to residential use in 1997. The site also falls within the Asthall Conservation Area and the Cotswolds National Landscape. The site is located in Flood Zone 1, but is in close proximity to the boundary of Flood Zone 2.”
Officer report
Earlier permissions
The proposal replaced lapsed 2018 permissions that allowed alterations, stable conversion, a rear extension and a sunken glazed link.
“This proposal is an alternative scheme to that approved under references 18/01314/HHD and 18/01315/LBC which permitted 'Alterations to existing residential coach house, conversion and rear extension to the existing ground floor stables, and sunken glazed link extension'. These consents have now lapsed and are no longer extant.”
Officer report
Heritage assessment
Officers identified low-level less-than-substantial harm but considered the retained historic features and sustainable residential use outweighed it.
“Your officers are of the view that the overall rhythm of the internal layout will closely follow the original arrangement (albeit flipped to the other side of the building) and the majority of the original joinery would be retained. Further, the proposed extension will also retain as much of the historic fabric as possible and represents a less bulky addition compared with that previously approved ensuring that it is visually subservient to the main listed building.”
“Your officers consider that the proposed works to the stables would result in a low level of less than substantial harm to the character, appearance and significance of the heritage asset. This will be weighed in the planning balance required by the NPPF and Local Plan later in this report.”
Officer report
Other views
No public representations had been received when the report was written, and the applicant’s agent supported the heritage-led scheme.
“The applicant respectfully submits that these applications present a carefully considered, heritage-led scheme which will secure the long-term conservation and optimum viable use of the Grade II listed Asthall Coach House and Stables.”
“The applicant notes that the applications have attracted no technical objections and that the Council's specialist conservation advice supports the proposals. This reflects the extensive care that has been taken to ensure that the scheme responds positively to the significance of the heritage assets and to the character and appearance of the Asthall Conservation Area.”
