“As its name suggests, South Street leads to the south from the centre of Rochford. It is a very picturesque street with many of the buildings along it listed and it is within the Rochford Conservation Area. Properties in the street are mainly two-storey with their facades located to what is now the back of the pavement. As it is within the town centre, there is a mix of residential and commercial properties. The site also lies within the Rochford Conservation Area.”

Officers considered the wall appropriate for the listed buildings and judged that conditions could protect the nearby Silver Birch and Pear trees.

“The proposal has been designed to be sympathetic to its location, picking up cues from the surrounding area, e.g. using bricks of similar appearance and colour to the other walls surrounding the garden and using traditional ironmongery for the gate in the wall.”

“There are two trees which could potentially be affected by the proposals, a Silver Birch tree at the eastern end and a Pear tree at the western end. Though not the subject of a Tree Preservation Order, they are protected as the site is within a Conservation Area. The wall and fence will be just outside the root protection area of the Pear tree, but it will cut through the Silver Birch’s root protection area.”

Heritage advisers found no harm to the conservation area or heritage assets, archaeological investigation was not initially required, and no neighbours objected.

The Essex Historic Environment Record (EHER) shows the proposed development is situated within the historic medieval to post medieval core of Rochford (EHER 13579). And as acknowledged in the Heritage Statement submitted with the application, 15 South Street is a Grade II Listed building (NHLE 1322407) and 17 South Street is a Grade II* Listed building (NHLE 1112559).”

“No construction of the wall within 7.8 metres of the trunk of the Silver Birch adjacent to the proposed wall and fence shall take place until a detailed design for the construction of the foundations for the wall have been submitted to and approved by the Local Planning Authority. The foundations of this section of wall shall then be constructed in accordance with the approved scheme.”
