Open land on Chagford Common

The site is open land south of Fernworthy forest, part of Chagford Common, where the Local Plan's spatial strategy normally limits development.

“The application was presented to Members as it was viewed as a departure from the Local Plan's spatial strategy which only supports development in the open countryside of the National Park in a limited set of scenarios. The site is located on open land to the south of Fernworthy forest and forms part of Chagford Common.”

Biodiversity gain within Dartmoor

Officers explained that Dartmoor cannot currently benefit directly from the biodiversity gain because the National Park has no habitat banks, though it is working with landowners to bring some forward.

“Dartmoor is unable, currently, to benefit directly from the BNG contribution under the proposed S106 legal agreement as the National Park has no habitat banks; the Authority is working with landowners to bring forward habitat banks within Dartmoor. Every effort is being made to ensure that the benefit stays local.”
