The site and building

The Rum Store is a vacant Grade II listed former storehouse in Royal Clarence Yard, within a conservation area and flood zone.

“The wider Victoria Quay site comprises a number of buildings located within the former Royal Clarence Yard site, which are used primarily for marine related activities. It is accessed from Cooperage green on its western side. The building, subject to this application, is a Grade II Listed Building more commonly known as the Rum Store.”

“There are multiple large loading doors which extend to ground or floor level across the elevations. The two-storey element comprised a concrete flat roof, some of which has now been removed, with the single and three-storey elements largely original. The Rum Store Project formed part of the Council's bid for Government funding which includes a sum allocated to the Rum Store works. The site is located within the Royal Clarence Yard Conservation Area and a Flood Zone.”

“Historic England No comments, but recommend that you seek the views of your specialist conservation and archaeological advisers.”

“Joint Committee Of The National Amenity Societies No objection. We welcome the return to use for Rum Store and consider this to be a positive scheme in heritage terms. Our only brief comment would be to ensure that an appropriate record is kept of what is to be lost, given the complex phasing and history of the building. Other than this we are…”

Officer report

The main heritage issue

The main issue was whether the alternative proposals would preserve the listed building and its special architectural or historic features.

“The main issues in this case are the acceptability of these alternative proposals and their impact on the Listed Building having special regard to the desirability of preserving the building, and any features of special architectural or historic interest which it possesses.”

“Given the Rum Store is a Grade II Listed, it is important that any alterations are sensitive to this designation. Due to its level of deterioration, the Rum Store is considered by the Council to be 'Heritage at Risk' and proposals which remove buildings from 'at risk' status are supported by Policy LP11 of the GBLP.”
