Vehicle maintenance hours at Veolia Environmental Services Padworth IWMF, Lower Padworth

Summary of planning committee decision

Decided by West Berkshire Eastern Area Planning Committee on 1 Jul 2026.

26/00662/MINMAJApproved

What was proposed

The application sought to vary operating-hour conditions so up to two HGVs or refuse vehicles needing maintenance could access the site outside normal hours.

“There are residential properties in close proximity to the application site, the closest of which, Venture Fair (to the west), abuts the application boundary. Other dwellings to the west, Orchard Bungalow and June Rose Bungalow are approximately 65m from the application boundary.”

“The application is to allow a combined total of 2 HGVs and Refuse Collection Vehicles (RCVs) requiring repair or maintenance to be permitted to access the site on a daily basis between the hours of: 05:00 – 06:00 and 20:00 – 23:00 Mon - Fri (excluding bank holidays and public holidays). This would be a variation from the present Condition 4 of 17/01683/MINMAJ (the substantive permission) currently states: Hours of operation (operational vehicle movements)”

Officer report

What officers recommended

Officers recommended approval because the change would not alter public opening times or overall vehicle numbers and was not expected to harm amenity.

“The implementation of extended operating times is considered acceptable. The amendment will not affect the opening times of the facility or the level of vehicles using the facility. The proposal implemented in the manner proposed does not result in any harm.”

“The proposal allows for an increase in the operating hours, not opening hours, of the site on weekday mornings between 05:00 – 06:00 and 20:00 – 23:00 to allow a maximum of 2 HGV and RCVs access to the site for the purposes of maintenance and repair. No changes are proposed to vehicle numbers using the site or opening times of the facility for use by the general public.”
