Officers’ recommendation
Officers recommended approval because the boards were considered acceptable in scale, design, appearance and location, without significant harm to amenity.
“For the reasons detailed in this report, the proposed installation of 4no. Community Notice Boards at differing locations around the Seaton Carew ward are considered to be acceptable and are of a scale, design, appearance and location that is not harmful to the character or surroundings of the proposed locations. It is further considered that it would not result in any significant harm to the amenity of neighbouring properties, both individually and cumulatively.”
“The proposals are therefore considered to be acceptable and would overall comply with Policies QP4 and QP8 of the Hartlepool Local Plan (2018) and paragraphs 139 and 141 of the NPPF (2024), which collectively seek to achieve high-quality places and the Shop Front and Commercial Design Guide SPD (2014).
