The proposal is for the material change of use of the property from a guest house/former office to form a children’s residential care home (Class 8 residential installation), with some associated works. The proposed care home would accommodate up to 4 children, with one-to-one staffing levels proposed and two staff members generally working nightshift at the property.”

“To accommodate the proposed development, no external changes to the property are proposed save for the provision of parking spaces to the front and side of the building, within the curtilage of the property. Internally, 4 bedrooms with en-suite shower rooms would be formed, together with staff accommodation, office space, a kitchen, lounge, dining room, computer room and a family space/spare room. The garage space would be used for ancillary storage purposes.”

This application was refused as the proposal did not provide adequate living accommodation, facilities or amenity space for long stay occupation, based on the scale and form of accommodation proposed. It should be noted that this proposal was intended to provide long-stay accommodation for 8 people, with very limited communal living facilities.”
