Officer report

Site and planning history

The site was within Kingham’s built-up area and the Cotswolds National Landscape, near the Kingham Conservation Area, with no relevant planning history.

“The site is located within the Cotswolds National Landscape. The boundary of the Kingham Conservation area is located approximately 65m to the north of the site and the Mill House Hotel sited on the opposite side of Station Road is considered to be a non-designated heritage asset. The Mill House hotel site is currently being redeveloped which includes the erection of two storey holiday cottages adjacent to Station Road.”

“The site is considered to fall within the built-up area of Kingham.”

Officer report

What officers recommended

Officers recommended approval because the location, design, heritage, landscape, amenity, highway, ecology and drainage effects were considered acceptable subject to controls.

“- Principle - Siting, Design and Form - Impact on the setting of Heritage Assets - Impact of the Cotswolds National Landscape - Residential Amenities - Highways Safety - Ecology/BNG - Flood Risk - CIL”

“Accordingly, having regard to the site's location within the built-up area of Kingham, the principle of both the replacement dwelling and the additional dwelling is considered acceptable, subject to compliance with relevant development plan policies and the detailed considerations set out below.”

Officer report

Consultation and objections

Highways, environmental health, conservation and ecology officers raised no objections subject to controls, while the parish council and two objectors opposed the scheme.

“OCC Highways Reconsultation: No objection, subject to conditions.”

“Parish Council The issues we would have is that increasing the plot to 2 properties may set a precedent and it is not in keeping with the village aesthetics.”

Officer report

What was presented

The Principal Planner described the site, proposed homes, materials, access, trees and updated conditions, including flexibility for separately sold self-build plots.

Members’ decision

The access would remain from Station Road with the first dwelling positioned to allow for a new driveway and access to the rear of the site. One tree would be removed to allow for access to the driveway with a further 5 trees removed.”

“This was seconded by Councillor Sarah Veasey and put to the vote. The Voting Record: For 9 Against 0 Abstention 0 The Sub-Committee Resolved to: 1. Approve the application in line with the officer recommendations to include the updated conditions in the additional representations report and the condition for construction management plan.”
